The purpose of this study was to present a model of prerequisites and the effects of video referee assistance in the development of professional football. This was done by conducting a qualitative research of the grand theory type, the method of which is exploratory. In this research, through literature review and exploratory interviews, the model was analyzed from the data method and the theme analysis method. To conduct the field interview, the statistical population of the research was experts and professors in the field of sports management who had published at least one research (research article, lecture, research project, author and translation of a book) in the field of research. There were also football referees and managers of the Iranian Football Federation. In order to identify these individuals, purposive sampling method was used. This sampling continued until the theoretical saturation was reached and finally 18 people (10 professors and 8 judges and managers) were identified as the sample. Finally, the categories were identified in the form of 12 categories and 48 concept codes and were placed in the heart of the six dimensions of the paradigm model. Factors such as attitude, management and media factors affect the use of video referee assistance in the development of professional football in Iran. Strategies have been proposed for this purpose, and these strategies are affected by the underlying conditions (infrastructure and culture)as well as by the interventionist conditions (human, equipment, legal and economic). Implementing the proposed strategies leads to positive and negative consequences.
